Rail Safety Improvement Act of 2008
The amendment to the Rail Safety Act that was enacted in October, 2008 includes a provision for Emergency Escape Breathing Apparatus (EEBA) for all crewmembers on freight trains that carry hazardous materials that may become airborne. All rail carriers that fall under this requirement must be in compliance by April, 2010. North, by Honeywell, as a full line manufacturer of respiratory protection, offers several products to protect crew members and keep you in compliance with the new regulations.

The Department of Transportation outlines the testing criteria for all cylinders, including those used for breathing air such as EEBA cylinders. Under the regulations cylinders must be temporarily taken out of service and hydrostatically tested every 3 or 5 years. In addition, composite cylinders have a shelf life of 15 years.

  • Aluminum cylinders: Hydro test every 5 years
  • Wrapped (Composite) aluminum cylinders: Hydro test every 3 years, with a maximum life of 15 years
  • Carbon cylinders: hydro test every 5 years, with a maximum life of 15 years

(a) SHORT TITLE.-This division may be cited as the" Rail Safety Improvement Act of 2008".
(a) AMENDMENT.-Subchapter II of chapter 201, as amended by section 409 of this division, is further amended by adding at the end the following new section:
§ 20166. Emergency escape breathing apparatus
Not later than 18 months after the date of enactment* of the Rail Safety Improvement Act of 2008, the Secretary of Transportation shall prescribe regulations that require railroad carriers
(1) to provide emergency escape breathing apparatus suitable to provide head and neck coverage with respiratory protection for all crewmembers in locomotive cabs on freight trains carrying hazardous materials that would pose an inhalation hazard in the event of release;
(2) to provide convenient storage in each freight train locomotive to enable crewmembers to access such apparatus quickly;
(3) to maintain such equipment in proper working condition; and
(4) to provide their crewmembers with appropriate training for using the breathing apparatus.

Self Contained Breathing Apparatus (SCBA)

Sometimes the emergency escape route may require more time than a 5 or 10 minute EEBA can deliver, such as inside a tunnel. Perhaps the need is rescue, not just escape. In these instances a self-contained breathing apparatus (SCBA) is needed. North by Honeywell offers the Frontier® SCBA with hood.
